A Mobility Plan provides a blueprint for cities to proactively prioritize multimodal projects to meet the growth, travel, and mobility needs of the community. The Plan coordinates the Future Land Use Element in the City’s Comprehensive Plan. Mobility Plans are also required by Florida Statutes to serve as the basis for development of a Mobility Fee.
A Mobility Plan is a 20 year vision for how the City or County’s transportation system will transition from one focused primarily on moving vehicles to a multimodal system. The Plan focuses on safely moving people, whether they choose to continue driving their cars or decide to walk, bicycle, ride transit, or use a new mobility technology.
As Florida continues to grow, it is becoming increasingly difficult and expensive to strike a balance between reducing congestion and accommodating new development. Adding road capacity while also preserving the quality of life in the community and protecting existing residential neighborhoods creates an inherent conflict and induced demand (build it and they will come). Added motor vehicle capacity is quickly consumed. Realizing that it’s increasingly difficult to “build their way out of congestion”, many communities are looking at developing Mobility Plans to provide people choices and accommodate future travel demand.
